Ethiopia has joined the Pan-African Payment and Settlement System (PAPSS), according to ITWeb Africa, which reported a press conference on the sidelines of the Ethiopia Finance Forum in Addis Ababa. As of 18 October, neither the National Bank of Ethiopia nor PAPSS listed a release on the move.
A cybersecurity incident has hit IT systems and websites that BAE Systems runs for the judiciary's Bankruptcy Noticing Center (BNC), the Administrative Office of the US Courts said on 15 October. The BNC produces and sends notices for all federal bankruptcy courts, and that work has stopped. The sites bnc.uscourts.gov, bankruptcynotices.uscourts.gov and notices.uscourts.gov, and the National Creditor Registration Service, are unavailable. As of 18 October the office had given no restoration date. It did not say whether data was stolen, The Record reports; a BAE spokesperson told The Record the incident is "isolated to the BNC system". BAE is investigating and working to restore operations, the office said.
Dr Sajjad Babamaleki's Re-architecting Government, Volume I is available on Leanpub, as volume one of what his author page calls "a two-volume work". Subtitled "Redesigning Administrative Decisions: A Method for the Digital Transformation of Government", it sets out the Administrative Decision Re-architecture Method, which "turns every change into a versioned, reviewable decision file". It draws on cases from investigations, audits and court decisions, including Australia's Robodebt scheme and the Dutch childcare benefits affair, and a fictional teaching case, the city of Sepidar, carries the method from start to finish. It offers eleven working tools, among them a problem charter, an evidence ledger and an AI use card, and closes with the Decision Change Sheet, "a one-page standard of ten lines". It is aimed at public managers, digital service teams, regulators and advisers. The page lists it as complete and "Last updated on 2026-10-11".
